The architects are looking at upgrades to West Campus as well as the main campus.  They are meeting with the City of Bastrop as well to see what items may need to be taken into consideration concerning the streets, impact to the neighborhoods and storm water.


 RESOLUTION
                     as passed by the School Board on July 8, 2003 
                     calling for a bond election on September 27, 2003

A RESOLUTION ordering a bond election to be held in the Bastrop Independent School District, making provision for the conduct of the election and resolving other matters incident and related to such election.

        WHEREAS, the Board of Trustees of the Bastrop Independent School District hereby finds that an election should be held to determine whether said governing body shall be authorized to issue bonds of said District in the amounts and for the purposes hereinafter identified; now, therefore,

        BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE BASTROP INDEPENDENT SCHOOL DISTRICT:

        SECTION 1: An election shall be held on the 27th day of September, 2003, in the Bastrop Independent School District, which date is forty-five (45) or more days from the date of the adoption hereof and it is hereby found the holding of the election on such date rather than on a uniform election date is in the public interest and such election is the only election for the issuance or assumption of bonds or for the levy of maintenance tax to be held by the District on a date other than on a uniform election date during the current state fiscal biennium.  At such election, the following measures shall be submitted:

PROPOSITION NUMBER 1

        "SHALL the Board of Trustees of the Bastrop Independent School District in Bastrop County, Texas be authorized to issue bonds of the District in the principal amount of $59,790,000 for construction, acquisition and equipment of school buildings and the purchase of the necessary sites therefor, to-wit: construction and equipment of a new high school and the purchase of the necessary sites therefor and renovations, additions and improvements to the existing Bastrop High School and other existing school facilities; and shall there be pledged and levied, assessed and collected annually ad valorem taxes on all taxable property in the District sufficient, without limit as to rate or amount, to pay the principal of and interest on said bonds and the costs of any credit agreements executed in connection with the bonds; said bonds to mature serially or otherwise not more than FORTY (40) years from their date, to be issued in one or more series at any price or prices, and to bear interest at such rate or rates (fixed, floating, variable or otherwise and not to exceed the maximum rate permitted by law at the time of issuance of the bonds) as in its discretion the Board of Trustees shall determine?"

PROPOSITION NUMBER 2

        "SHALL the Board of Trustees of the Bastrop Independent School District in Bastrop County, Texas be authorized to issue bonds of the District in the principal amount of $2,215,00 for construction, acquisition and equipment of school buildings and the purchase of the necessary sites therefor, to-wit: construction, improvement and equipment of an auditorium located at the campus of the existing Bastrop High School and shall there be pledged and levied, assessed and collected annually ad valorem taxes on all taxable property in the District sufficient, without limit as to rate or amount, to pay the principal of and interest on said bonds and the costs of any credit agreements executed in connection with the bonds; said bonds to mature serially or otherwise not more than FORTY (40) years from their date, to be issued in one or more series at any price or prices, and to bear interest at such rate or rates (fixed, floating, variable or otherwise and not to exceed the maximum rate permitted by law at the time of issuance of the bonds) as in its discretion the Board of Trustees shall determine?"

PROPOSITION NUMBER 3

        "SHALL the Board of Trustees of the Bastrop Independent School District in Bastrop County, Texas be authorized to issue bonds of the District in the principal amount of $2,215,00 for construction, acquisition and equipment of school buildings and the purchase of the necessary sites therefor, to-wit: construction, improvement and equipment of an auditorium located at the campus of the new high school and shall there be pledged and levied, assessed and collected annually ad valorem taxes on all taxable property in the District sufficient, without limit as to rate or amount, to pay the principal of and interest on said bonds and the costs of any credit agreements executed in connection with the bonds; said bonds to mature serially or otherwise not more than FORTY (40) years from their date, to be issued in one or more series at any price or prices, and to bear interest at such rate or rates (fixed, floating, variable or otherwise and not to exceed the maximum rate permitted by law at the time of issuance of the bonds) as in its discretion the Board of Trustees shall determine?"

       SECTION 2: The District shall be divided into eight (8) election precincts for this election and the polling places designated for each election precinct and the persons hereby appointed to serve as Presiding Judge and Alternate Presiding Judge for each polling place are shown in Exhibit "A", which is attached hereto and incorporated herein by reference as a part hereof for all purposes.

        Each Presiding Judge shall appoint not less than two (2) nor more than five (5) qualified clerks to serve and assist in holding said election; provided that if the Presiding Judge herein appointed actually serves, the Alternate Presiding Judge shall be one of the clerks.

        On election day the polls shall be open from 7:00 A.M. to 7:00 P.M.

        The District's Administration Offices, 906 Farm Street, Bastrop, Texas 78602, Bastrop, Texas is hereby designated the main early voting place and Linda Voight is hereby appointed Clerk and Nora Cano is hereby appointed Deputy Clerk at such early voting place.  Early voting for this election shall begin Wednesday, September 10, 2003 and end Tuesday, September 23, 2003 and the hours designated for early voting by personal appearance shall be from 8:00 A.M. to 4:30 P.M. on each day, except Saturdays, Sundays and official state holidays.   Additionally, early voting at the aforesaid early voting place shall be conducted from 7:30 a.m. to 6:00 p.m. on September 23, 2003.

        Branch offices for early voting by personal appearance shall be established at the locations identified in Exhibit B attached hereto and incorporated herein by reference as a part of this Resolution for all purposes and Robyn Butler, Thelma Warren, Renee Richardson, Mary Frey, Angie Valderrama, Mitzi Winegarner, Anne Powell and Kathy Juarez are hereby appointed the deputy clerks.  Early voting at the branch offices shall be conducted throughout the early voting period on each day, except Saturdays, Sundays and official state holidays from 8:00 A.M. to 4:00 P.M.

        For purposes of processing ballots cast in early voting, the following persons are appointed to the Early Voting Ballot Board for this election: Marilyn Kuhn, Presiding Judge and Ricardo Ruiz, Assistant Presiding Judge.

        SECTION 3:   Electronic optical scan voting machines shall be used on the day of the election and shall be used for early voting by personal appearance and by mail.

        Ballots shall be prepared in accordance with V.T.C.A., Election Code, and permit electors to vote "FOR" or "AGAINST" the aforesaid measures which shall appear on the ballot substantially as follows:

        The Central County Station of the tabulation and counting of ballots for this election shall be located at the Bastrop County Courthouse, 804 Pecan, Bastrop, Texas, 78602, and the persons hereby appointed to serve as Manager, Tabulation Supervisor, the Presiding Judge and Alternate Presiding Judge at the Central County Station are as follows:

        The Manager and Presiding Judge of the Central County Station may appoint clerks to serve at such Station, as provided by Section 127.006 of the Election Code.

        SECTION 4:   All resident qualified electors of the District shall be permitted to vote at said election, and on the day of the election, such electors shall vote at the polling place designated for the School District Election Precinct in which they reside.  This election shall be held and conducted in accordance with the V.T.C.A. Election Code, except as modified by the provisions of the Texas Education Code, and as may be required by law, all election materials and proceedings shall be printed in both English and Spanish.

        SECTION 5:   A substantial copy of this resolution shall serve as proper notice of said election.   Said notice, including a Spanish translation thereof, shall be (i) published at least one time not more than thirty (30) days or less than ten (10) days before the day of the election in a newspaper of general circulation in said District and (ii) posted not later than the 21st day before the election and remain posted continuously through election day on the bulletin board used for the posting of notices of meetings of the Board of Trustees of the District.
